Given the 21st century security and governance chanllenges, the MPSA aims to ensure that the next generation of public safety and security administrators and leaders deepen, expand, and adopt a comprehensive, strategic and global outlook for public safety administration and governance within the framework of homeland security and international system.
The Philippine Public Safety College (PPSC) is launching in April 2016 the new and enhanced Master in Public Safety Administration (MPSA) - a one year scholarship program for highly qualified senior executive and uniformed personnel in the public safety and security sector.
PPSC Opens MPSA Scholarship Program
The Philippine Public Safety College (PPSC) of the Department of the Interior and Local Government (DILG) is opening the new and enhanced Master in Public Safety Administration (MPSA) this April 2016. The MPSA is a one year scholarship program for highly qualified senior executives in government and private sector, particularly the uniformed officers in the public safety and security services.

Recognized by law through Executive Order No. 400, Series of 2007 and reaffirmed by the PPSC Board of Trustees through its Board Resolution No. 2, Series of 2016, the invigorated MPSA stands as the flagship and capstone program of the PPSC in the professional training and education of uniformed personnel in the Philippine National Police (PNP), the Bureau of Fire Protection (BFP), and the Bureau of Jail Management and Penology (BJMP); as well as selected senior executives and fellows from other government institutions, academe, industries and policy think tanks. Aside from being recognized by theCommission on Higher Education (CHED) as a highly specialized graduate curricular offering, the MPSA is also accredited by the Career Executive Service Board (CESB) as equivalent to the Career Executive Service (CES) written examination of the CES eligibility process, pursuant to CESB Resolution 764 series of 2008.
As a high level policy, strategy and leadership program—that specializes on the governance of public safety and internal peace and security—the new MPSA is well-timed to sustain the momentum of building a critical mass of leaders, scholars and practitioners for the multi-sectoral and non-military component of national security.

ADMISSION REQUIREMENTS
Applicants to the Master in Public Safety Administration (MPSA) Program must meet the following requirements:
For Uniformed Officers of the PNP, BJMP, BFP, and AFP:

- Possess a Bachelor's degree;
- Graduate of Public Safety Officers Senior Executive Course (PSOSEC) or its equivalent in the AFP;
- Hold a rank of Superintendent or higher
- Not less than 40 years old,
- Nominated by respective Bureau Heads; and
- Submit the following documents
- NSO authenticated Birth Certificate;
- Endorsement letter from respective Bureau Heads;
- Original Transcript of Records;
- Certified true copy of Diploma/s;
- Latest Officer's Evaluation Report (OER);
- Command Clearance;
- Unit Clearance and Certification of non-pending case;
- CHR clearance;
- Medical Certificate from a government hospital;
- Contract of commitment by the Bureau Head to support the foreign travel and thesis requirements;
- Two (2) 2x2 pictures; and
- Form 1 – Personal Data
- Form 2 – Affidavit
- Form 3 – Contract to Refund
- Form 4 – Letter of Commitment

- Possess a bachelor's degree.
- Hold a position with salary grade 20 or its equivalent;
- At least ten (10) years of service in government (for appointed officials);
- Not less than 35 years old, but not more than 55 years old upon admission;
- Nominated by the Secretary of the Department or Head of the Agency; and
- Submit the following documents;
- NSO authenticated Birth Certificate;
- Endorsement letter from respective agencies;

- Secure a multiple entry, thirteen (13) months 9-a visa at the corresponding and.or nearest Philippines Foreign Service Post, prior to arrival in the Philippines
