REGIONAL TRAINING CENTER  8

 
        Regional Training Center (RTC) – 8 is located at KutaKankabato, San Jose, Tacloban City. Established in 1970, then called the Eastern Visayas Regional Police Academy under the then Police Commission. In 1975 its was transferred to the now defunct Integrated National Police (INP) Training Command. In 1990 the academy was deactivated. In 1994 it was reactivated and transferred to PPSC. Under the PPSC, it was renamed to Regional Training School 8 and then to Regional Training Center 8. It caters to the training needs of the police force in the region Region 8 is composed of the provinces of Leyte, Southern Leyte, Eastern Samar,Northern Samar and Western Samar.


RTC8 LOGO DESCRIPTION:

1. The bold letters in the Outer Ring represents the Regional Training Center 8's strong, solid foundation as the premier institution for training, human resource development and continuing education for the PNP Uniformed Personnel in Region 8;

2. The two (2) bright stars stand for the two proximate main islands of Leyte and Samar comprising the six (6) provinces of Leyte, Southern Leyte, Western Samar, Eastern Samar, Northern Samar including the new province of Biliran;

3. Service, Honor, Justice inscribed on the ribbon symbolizes the PNP Core Values inculcated into the minds of the PNP personnel who put them into practice with humane compassion anchored on the principles of professionalism, love of God, honor of government and selfless service to people.

4. The green-colored laurels beneath the Outer Ring reflect the consistent success and significant achievements in the delivery of its multifarious academic, inter-agency linkages and facility development programs aligned with the PPSC and PNTI Mission and Vision thru the expertise of the center leadership;

5. The blue-colored background in the inner ring of the logo shows the San Juanico Strait separating the main islands of Leyte and Samar where passenger and cargo ships sail when transporting travelers and commercial products from several destinations to the Port of Tacloban, the premier city of Region 8. Fishing is also among the means of livelihood of the Waray-warays.

6. Known as an agricultural area, with untouched mineral resources, the two (2) separate green-colored background represent the two (2) main islands of Leyte and Samar proximate to one another. Coconut, rice and abaca fibers are abundant forms of trade in Region 8.

7. San Juanico Bridge which is shown by the "S"-like structure in the middle of the Inner Ring, is one of the many historical hallmarks in Region 8. With a span of 2.2 kilometers and known for its beautifully crafted structural design, the bridge serves as the strongest link between Leyte and Samar Islands, allowing students, other travelers and traders to travel by land across the entire Philippine Archipelago through the Maharlika Highway;

8.On foreground is the PNTI Emblem "DuyanngDiwa". It symbolizes the vital role of the PNTI thru RTC8 in providing knowledge, skills and competencies, thru quality training and education, developing strong moral character, discipline and professionalism as cradle of knowledge.


HISTORY OF REGIONAL TRAINING CENTER 8

Pursuant to EO 113 dated December 30, 1967, the Implementing Rules and Regulations of RA 4864, the Eastern Visayas Regional Police Academy (EVRPA) was created in 1970, operated by the Police Commission (POLCOM), Training Branch, which was vested the power to train and educate the local police forces. EVRPA was then located on a leased portion of lot owned by the Leyte National High School located at Ninoy Aquino Avenue, Tacloban City and was led by Mr. Nemesio R. Burden as Chief, Training Officer. The courses offered were Police Basic Course (PBC), Criminal Investigation and Detection Course (CIDC) and Police Supervisory Course. In 1971, Mr. Conrado N. Capacio took over the EVRPA's leadership from Mr. Burden.

On August 8, 1975, PD 765 created the Integrated National Police transferring the police training jurisdiction from POLCOM to the INP Training Command which was created by virtue of Staff Memorandum from the Office of the INP Training and Education, a special staff in HPC/INP. EVRPA was then renamed INP Regional Training Center 8 (INPRTC8), headed by CONRADO N CAPACIO, who was conferred with a re-classified rank of Police Major, and was the first Commandant until 1978. The INPRTC8 operated under the auspice of the INP Training Command (INPTRACOM). Under this set-up, both the Fire and Penology Services formed as constitutive branches of the defunct INP under the training jurisdiction of the INP TRACOM.

INPRTC 8 under P/COL GERMAN B ALIDO was relocated first at Hqs RECOM 8, Campetic, Palo, Leyte and finally at its present location at KutaKankabato, San Jose, Tacloban City.

Pursuant to NHQ, PNP GO Nr 1473 the PC and INP Regional Training Centers nationwide were abolished in favor of the creation of three (3) PNP Training Centers: Northern Luzon Training Center, Visayas Training Center and Mindanao Training Center. INPRTC8 was deactivated and its personnel were reassigned to the Visayas Training Center located at Apas, Cebu City.

RA 6975, Section 66 created the Philippine Public Safety College as the premier institution for the training, human resource development and continuing education for the uniformed personnel of the PNP, BFP and BJMP.

DILG Circular No. 93-28 dated 15 March 1994 activated the INPRTC8 and was renamed Regional Training Center 8, based at KutaKankabato, San Jose, Tacloban City.
