AUTONOMOUS REGION OF MUSLIM MINDANAO TRAINING CENTER

 
         Regional Training Center (RTC) – ARMM is situated in Camp Brigadier General Salipada K. Pendatum, Parang, Maguindanao. RTC- ARMM was reactivated in 1993, pursuant to DILG Circular N0. 93-19, dated July 20, 1993. The center caters to the training requirements of police personnel of ARMM comprising the provinces of Lanao del Norte, Lanao del Sur, Maguindanao, North Cotabato, Sultan Kudarat and Marawi City.


HISTORY

The Autonomous Region in Muslim Mindanao Training Center (ARMMTC), now ARMM Training Center, was activated through the joint effort of P/CSupt MANGIGIN D. MAGOMNANG, the then Regional Director of the Police Regional Office ARMM and PSupt ANTONIO S RODRIGUEZ who was then the Commandant of Mindanao Training Center of Mintal, Davao City (now the Regional Training Center 11) on their contention to rationalize the conduct of training by considering proximity and travel expenses of its clientele. Policemen from the islands of Tawi-Tawi were having a hard time travelling all the way to Davao City where the sole Training Center for Mindanao was based. Besides, the only available transportation from these islands was water vessels schedule to ply Zamboanga City on a fortnightly basis.

Dr CICERO C CAMPOS, PPSC President then interceded the activation that became fully realized on 01 August 1993, pursuant to DILG Circular Number 93-19 dated 20 July 1993 and became operational in October 1993. The Center is mandated to provide educational and training needs of the policemen of ARMM and its adjacent provinces as well.

ARMMTC assumed the area and facilities of the deactivated PC Regional Training Center 4 situated in Camp Brigadier General Salipada K PendatunParang, ShariffKabunsuan. It has an area of 3.44 hectares with existing dilapidated structures.

On August 01, 1993, a five-man team under PCInsp Florencio FefugalFuntilonJr, from Mindanao Training Center, Mintal Davao City was sent to supervise the minor repair of the existing facilities. Eventually, PCInspFuntilon was designated Officer-in-Charge of the Center was initially manned by five (5) personnel : PCI Florencio F Funtilon as the Officer-In-Charge; MsSubaidaAkilLineses, SPO4 LitoQuizoEmpeynado; SPO2 AnecitoDilleraBarretto; and SPO1 Edito Samar Mandi. In the quarter of the same year, the Center was augmented by four (4) personnel from Police Regional Office ARMM, SPO4 Henry Romero Olindo, SPO4 Florida VelosCulanag, PO1 Berjoe T Tianok and PO1 Ben Mohammad Hadjiusop. As early as the first quarter of 1994, the strength of the center increased by nine (9) : PInsp Armando MonivaAcedillo was assigned and was designated Assistant Commandant effective 23 January 1994 while SPO4 Artemio P Domingo from Recom 12 as Chief, Administrative Affairs; and SPO3 Socrates T Perez from Recom ARMM as Tactical PNCO. Also in the same year, following Non-Uniformed Personnel were appointed :Ms Aida Enok-Gumander as Administrative Officer I; MrTeodoro C Lumingkit as Training Specialist II; Ms Carmelita L Laus as Training Specialist I; Ms Julie Barretto-Morales as Training Specialist I and Ms Maria Lourdes C Araneta as Registrar I.

It was in July 1995 when the center was funded by Philippine Public Safety College (PPSC) for major repair of its structures with initial appropriation of One Hundred Eighty Four (P184,000.00) pesos. Second financing followed in the amount of Six Hundred Sixteen (P616,000.00) pesos. Renovation had stopped on January 1996.

Aside from the rehabilitation of the dilapidated structures, the PPSC has funded the construction of Mess Hall with a floor area of 191.80sq mtrs that can accommodate eighty (80) persons at a time. The construction was handled by EngrNiloGalit of the Alinsabay Construction Company under the stewardship of PCinsp Ricardo S Juaton in 1997.

On November 06, 1995, PCInsp Ricardo S Juaton was installed as Commandant, replacing PCInspFuntilon who was hospitalized for brain tumor operation. In the same year, three (3) NUPs were appointed effective 16 July 1995 :Mr Daniel Tenizo as Administrative Officer I; MsTeofila T Quitor as Training Specialist I and Mr Edison Navaja as contractual.

On 16 January 1997, PSInspAniceto D Ambay of RTC11 was assigned to ARMMTC as Assistant Commandant replacing PInsp Armando M Acedillo who was placed on Temporary Duty with ARMMTS Annex Marawi City which was actiactivated on 10 February 1997 with PCInspDimapintoBabaiMacawadib as Officer-In-Charge.

On October 01, 1997 PSuptDimapintoBabaiMacawadib was designated of ARMMTC replacing PCInsp Ricardo S Juaton who was transferred to RTC12, the newly opened Regional Training Center in General Santos City. On 26 October 1998, MrAlando S Valmoria was appointed Training Specialist I. And pursuant to Special Order Number 99-144 dated 20 August 1999 PCinsp Benito O Ramos Jr assumed officen as officer-in-charge effective August 18, 1999.

On January 20,2000, PSSuptMaguidala B Diamaoden. Was installed Officer-In-Charge of this Center pursuant to general Order number 00-002 dated 11 January 2000 replacing PCInsp Benito O Ramos who was transferred to RTC10, Cagayan de Oro City.

On August 2002, a change of command between PSSuptMaguidala B Diamaoden&PSInspEufronio Q Dagdag happened, when the former was appointed PD of Lanao del Sur. PSInspEufronio Q Dagdag tour duty ended when PSuptRustom C Duran Sr of RTC Marawi City was installed RTD on October 08,2002 per GO # 02-016 dated October 08,2002.

He was replaced by PCI Armando MonivaAcedillo who stayed OIC for four months after he was replaced by PSupt Gerardo Manubay Rosales who became the RTD for almost two (2) years. He was then replaced by PSupt Benito Olea Ramos of RTC9 who for the second time served ARMMTC for a short period of two (2) months. PCI JIBIN MAQUILING BONGCAYAO was then designated officer-in-charge per Special Order # 07-092 dated August 07, 2007. Until this date PCI JibinMaquilingBongcayao still the OIC of this Center.

The administration of PPSC President Maam Margarita TingtingCojuangco brings many changes to the Center. The construction of ARMMTC Messhall which can accommodate three hundred (300) students at a time and the renovation of ARMMTC Administration building are just only few of the major facilities that the PPSC president gave to ARMMTC.

  • The moon and the crescent symbolizes the muslim people of ARMM, which majority of our clientele are muslims.
  • Book and torch symbolizes education which is the primary concern of the training center to educate and train the uniformed service of ARMMTC and its adjacent provinces. It symbolizes knowledge which is the ultimate goal of our center to train and mould the uniformed personnel of ARMM and equip them with the knowledge/skills needed for a policeman.
  • The colors red, blue and white inside the circle symbolizes the national flag.
  • The five (5) stars inside the moon represents the 5 provinces of ARMM, Lanao, Sulu, Tawi-tawi, Basilan and Maguindanao.
  • The three (3) stars represents the three (3) big islands that comprises the Philippine archipelago
